The director of audit services shall be recommended for appointment by the manager, subject to ratification by a majority vote of the council. The director of audit services shall be subject to removal from office by a majority vote of the council.

§ 7.03. Responsible to city manager.

The director of each department, except the departments of law and, education and audit services, shall be immediately responsible to the city manager. They shall make reports and recommendations concerning their departments to the city manager under such rules and regulations as may be prescribed.
