Alleghany Highlands Economic Development Authority. Changes references to the City of Clifton Forge to the Town of Clifton Forge to reflect the Town's recent reversion. Also, provisions requiring contribution of a portion of the machinery and tools tax are made optional for a period of two years if Alleghany County and certain localities agree to commit resources to economic development in an amount greater than or equal to that required by current law.
