SUMMARY AS PASSED: (all summaries)

Local recycling and waste disposal; civil penalties. Authorizes localities to provide civil penalties for the unauthorized use of or failure to use solid waste management facilities and appurtenances for the collection, management, recycling and disposal of solid waste, recyclable materials, and other refuse. Current law states only that localities may provide "penalties" for such unauthorized or failed usage. The bill also precludes localities from bringing both criminal and civil charges against an individual for the same offense.
