SB 421 Bioterrorism.

SUMMARY AS INTRODUCED:

Bioterrorism. Strengthens the laws relating to possession, manufacture, storage, and release of pathogens, through the mail or by any other distribution or transmission method, with the intent to infect, injure or cause death to people or animals through the spread of infection with such pathogen. This bill provides for consistency in the penalty for such actions by increasing some penalties from a Class 5 felony to a Class 3 felony. "Pathogen" includes any bacteria, virus, spirochete, fungi, protozoa, rickettsiae, yeast or other living body or viable particle or other microorganism not perceptible to the naked eye that is capable of causing death. Thus, the definition of pathogen covers those microorganisms that are commonly known to cause disease as well as spores, virions, prions, etc.
