Memorializing Congress; adequate funding for children of foreign nationals. Urges the Congress of the United States to provide adequate financial impact aid to the Commonwealth of Virginia and its localities that reflects the actual costs to provide education and other services to children of foreign nationals who do not enjoy a recognized immigration status.
