SUMMARY AS PASSED:

Funding for nonstate agencies. Establishes a joint subcommittee to study alternative funding sources for nonstate agencies. In conducting its study, the joint subcommittee shall (i) catalog and distribute information regarding alternative sources of funding and (ii) recommend ways in which nonstate agencies may strengthen their respective boards, such as how to select qualified board members, provide training for members of the boards of directors, improve the board's fund-raising expertise, and determine the need to employ a person with expertise in planning and development and fund-raising. The joint subcommittee must report its findings and recommendations to the Governor and the 2003 Session of the General Assembly.

SUMMARY AS PASSED HOUSE:

Funding for nonstate agencies. Establishes a joint subcommittee to study alternative funding sources for nonstate agencies. In conducting its study, the joint subcommittee shall (i) develop criteria for funding nonstate agencies; (ii) catalog and distribute information regarding alternative sources of funding; (iii) review and disseminate a former study conducted by the House Committee on Appropriations concerning the funding of nonstate agencies; (iv) recommend ways in which nonstate agencies may strengthen their respective boards, such as how to select qualified board members, provide training for members of the boards of directors, improve the board's fund-raising expertise, and determine the need to employ a person with expertise in planning and development and fund-raising; and (v) consider such other related matters as the joint subcommittee may deem appropriate to complete its work.

The joint subcommittee must report its findings and recommendations to the Governor and the 2003 Session of the General Assembly.
