SUMMARY AS PASSED: (all summaries)

Duties of the State Council of Higher Education. Requires the State Council of Higher Education (SCHEV) to prepare and submit its plans and recommendations for implementing a "coordinating system" of higher education to the Governor and the General Assembly at least once every four years; current law requires the submission of these plans biennially in each odd-numbered year, consistent with the timetable governing the submission of state agency budget estimates. SCHEV would still be required to submit the biennial budget estimate pursuant to § 2.2-1504.
