SUMMARY AS INTRODUCED:
Electric utility restructuring; generation facilities of default service providers. Authorizes the State Corporation Commission to require a distributor that becomes obligated to provide default service, or an affiliate formed by the distributor, to (i) purchase, through non-discriminatory competitive procurement, generation services or (ii) acquire or build electric energy production facilities as the Commission deems will satisfy all or a portion of the distributor's obligation to provide generation services.
