Speeding; prepayment of fines. Requires the Traffic Infractions and Uniform Fine Schedule adopted by the Supreme Court for the prepayment of fines to include a fine of not less than $5 per mile over the posted speed limit for speeding on certain roads where the maximum speed limit is 55 or 65 miles per hour.
