SUMMARY AS PASSED:
Local vehicle licenses; fees. Authorizes any county, city, or town to enter into an agreement with the DMV Commissioner whereby the Commissioner will refuse to issue or renew any vehicle registration of any applicant who has not paid (i) the locality's vehicle license (decal) fee or (ii) tangible personal property taxes. Current provisions exempting delinquent personal property taxes of $50 or less and requiring that the tax be levied against the vehicle whose registration is being denied are eliminated.

Provides that where a county, city, or town has entered into an agreement with the DMV Commissioner whereby the Commissioner will refuse to issue or renew any vehicle registration of any applicant who owes the county, city or town certain fees or taxes, the applicable fees and taxes will be (i) the locality's vehicle license (decal) fee and (ii) tangible personal property taxes. Current provisions exempting delinquent personal property taxes of $50 or less and requiring that the tax be levied against the vehicle whose registration is being denied are eliminated.
