SUMMARY AS INTRODUCED:
Health planning. Eliminates the regional health planning agencies and the State Health Planning Board and authorizes the Board of Health to conduct health planning activities and requires the Department of Health to assume the regional responsibilities regarding medical care facilities certificate of public need. The Board will promulgate regulations to determine if a public hearing is needed at the local level. The Department of Health will be responsible for collecting data and conducting a public hearing, if required by the Board's regulations, at the local level during the initial sixty-day period of the certificate of public need application process. The Board must promulgate emergency regulations to implement this provision.
