Animal abandonment or dumping; penalties. Adds definition of animal "dumping" to animal welfare laws. To "dump" means to knowingly desert, forsake or absolutely give up any dog, cat or other companion animal in any public place including the right-of-way of any public highway, road or street or on the property of another.

To "dump" means to abandon any dog, cat or other domesticated animal in any public place including the right-of-way of any public highway, road or street or on the property of another. The penalty for animal abandonment or dumping is increased from a Class 3 to a Class 2 misdemeanor.
