SENATE JOINT RESOLUTION NO. 39
Encouraging the Secretary of Technology and Secretary of Public Safety, in cooperation with other appropriate state agencies, to develop policies, procedures and standards for the analysis of the Commonwealth's critical infrastructure and coordinate this analysis with the federal government and the private sector.

WHEREAS, recent events have revealed the vulnerability of some of the Commonwealth's critical infrastructure assets to disruption or destruction; and

WHEREAS, the loss of some of these assets can disrupt the provision of vital services to the citizens of the Commonwealth thereby leading to loss of life or severe disruption of the economy; and

WHEREAS, many of these assets are reliant upon infrastructure owned by the private sector; and

WHEREAS, cooperation among the federal government, state government and private sector is necessary to analyze the risks and vulnerabilities of the critical infrastructure assets in the Commonwealth; and

WHEREAS, the federal government has already begun such a process of analysis, called Project Matrix, through the Critical Infrastructure Assurance Office; and

WHEREAS, such an analysis would enable the Commonwealth to define its complex critical infrastructure protection issues and implement cost-effective solutions in a structured and timely manner; permit the Commonwealth to identify and redress its most significant vulnerabilities first; provide the necessary framework for critical infrastructure protection decision-making and appropriations; and provide the specific information needed for constructive public/private sector critical infrastructure discussions and problem-solving; and

WHEREAS, the results of such an analysis revealing the risks and the vulnerabilities of the Commonwealth are of such a sensitive and vital nature that their disclosure would be incompatible with the purpose of such an analysis; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Secretary of Technology and Secretary of Public Safety, in cooperation with other appropriate state agencies, be encouraged to develop policies, procedures and standards for the analysis of the Commonwealth's critical infrastructure and coordinate this analysis with the federal government and the private sector. The Secretaries should consider the security of this critical infrastructure information from disclosure; and, be it

RESOLVED FURTHER, That the Clerk of the Senate shall transmit copies of this resolution to the Secretary of Technology and the Secretary of Public Safety so that they may be apprised of the encouragement of the General Assembly of Virginia in this matter.
