WHEREAS, Gail G. Cline was born on January 21, 1950, in Chambersburg, Pennsylvania, the daughter of Dr. and Mrs. Ainslee Gruen; and

WHEREAS, a graduate of Chambersburg Area High School, Gail Cline earned her bachelor's degree in social work from George Mason University in 1973; and

WHEREAS, employed at the District Home as an accountant for more than 10 years, Gail Cline was named executive director of SERVE (Securing Emergency Resources through Volunteer Efforts, Inc.) in 1990; and

WHEREAS, Gail Cline has spearheaded the implementation of the Head Start Program in the City of Manassas and the City of Manassas Park, an effort successfully completed in 1997; and

WHEREAS, Gail Cline has also procured hundreds of thousands of dollars for client services through the Virginia State Neighborhood Assistance Programs; has secured two grants to build a food closet and expand the SERVE shelter and make it handicapped-accessible; and has obtained grants to revitalize SERVE-owned transitional housing in Manassas; and

WHEREAS, Gail Cline has found the resources and solutions to overcome every barrier that an underprivileged individual or family may encounter, including the hiring of successful former clients; and

WHEREAS, Gail Cline has increased United Way designations by 110 percent in 10 years and has maintained the lowest overhead costs of any nonprofit organization in Prince William County and the Cities of Manassas and Manassas Park; and

WHEREAS, under Gail Cline's direction, the number of clients helped by SERVE grew from several hundred in 1990 to nearly 15,000 in 2000 and SERVE's budget increased by 3,000 percent, from $100,000 to $3 million; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Gail G. Cline for her dedicated service to the less fortunate of Prince William County and the Cities of Manassas and Manassas Park; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Gail G. Cline as an expression of the General Assembly's admiration and gratitude for her years of selfless and effective service to the citizens of Virginia.
