Celebrating the life of Porter Wyman Homer.

WHEREAS, Porter Wyman Homer of Weems, who served as chief administrative officer in Dade County, Florida, Rochester, New York, and Tucson, Arizona, died on January 8, 2002; and

WHEREAS, a native of Oxford, New York, Porter Homer earned his undergraduate degree at the University of Connecticut and did his graduate work in public administration at the Maxwell School of Syracuse University; and

WHEREAS, Porter Homer was a veteran of service during World War II, serving as a lieutenant in the United States Army in the European Theatre; and

WHEREAS, Porter Homer, an expert in the application and use of federal funding to meet the needs of local governments, was instrumental in the expansions of the park systems in Tucson and Dade County and in the development of the Port of Miami; and

WHEREAS, Porter Homer was renowned for his leadership in times of crisis and was best known for leading Rochester and Dade County during the tumultuous period of urban violence in the middle and late 1960s; and

WHEREAS, Porter Homer was a lifetime member of the International City Management Association and a fellow in the prestigious National Academy of Public Administration; and

WHEREAS, Porter Homer was a former vice president of the International City Management Association and the first president of Public Technology, Inc., an organization devoted to bringing technology solutions to public sector problems; and

WHEREAS, a highly regarded public administrator and influential expert in urban management, Porter Homer leaves a lasting legacy of service to the citizens of Dade County, Rochester, and Tucson; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with sadness the passing of Porter Wyman Homer; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Porter Wyman Homer as an expression of the General Assembly's respect for his memory.
