Commending Janice Rossi Carr.

WHEREAS, Janice Rossi Carr, a 29-year employee of the Prince William County Public Schools and an active community volunteer, was named the 2002 Catherine Spellane Citizen of the Year by the Dale City Civic Association; and

WHEREAS, a resident of the Kerrydale section of Dale City, Janice Carr is married and the mother of two grown children; and

WHEREAS, a member of the support staff at the Beville Middle School library, Janice Carr has been a vital, concerned, and active member of her community for more than 30 years; and

WHEREAS, Janice Carr is a member, past president, and education chair of the Bel Air Woman's Club, where she is responsible for the coordination of the Prince William County spelling bee; and

WHEREAS, Janice Carr also serves as a tutor for the Literacy Volunteers of America, as a co-huddle coach for the Fellowship of Christian Athletes at Beville Middle School, and as the recording secretary of the Prince William County Public Schools Clerical Council; and

WHEREAS, a member of the Prince William County Democratic Committee, Janice Carr chairs the Neabsco District Committee precinct operations committee and is the Neabsco District representative on the Prince William County Service Authority; and

WHEREAS, Janice Carr is a devoted member of the Good Shepherd Lutheran Church, where she serves as an usher, member of the Altar Guild, and volunteer at the Vacation Bible School; and

WHEREAS, deeply involved in her community for many years, Janice Carr is a worthy recipient of the 2002 Catherine Spellane Citizen of the Year award; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Janice Rossi Carr on being named Dale City's Citizen of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Janice Rossi Carr as an expression of the General Assembly's appreciation for her selfless dedication to the welfare of her community.
