WHEREAS, during 2002, members of the Commonwealth's 4-H Clubs will celebrate the 100th anniversary of 4-H in Virginia; and

WHEREAS, 4-H is the youth development and education program of Virginia Cooperative Extension and is conducted by Virginia's two land-grant state universities—Virginia Tech and Virginia State University; and

WHEREAS, also supported by the U.S. Department of Agriculture and local governments, 4-H programs are a partnership involving local residents, volunteers, and private support; and

WHEREAS, Virginia 4-H is committed to assisting youth "in acquiring the knowledge, life skills, and attitudes that will enable them to become self-directing, contributing, and productive members of society"; and

WHEREAS, the Virginia 4-H motto, "Head, Heart, Hands, and Health," illustrates the commitment to learning, hard work, and dedication to community service to improve the lives of others, proving that the young citizens of Virginia are fast becoming the leaders of their generation; and

WHEREAS, Virginia 4-H programs help many young Virginians develop an understanding and awareness of the importance of agricultural and natural sciences, physical sciences, conservation, civic affairs, and economics; and

WHEREAS, more than 140,500 young Virginia 4-H'ers and 16,000 teenage and adult volunteer leaders give generously of their time and talent for a multitude of community projects to improve the towns, cities, counties, and rural areas of the Commonwealth; and

WHEREAS, the 4-H symbol of a green four-leaf clover with a white H on each leaf, representing head, heart, hands, and health, is one of the most recognized emblems in the nation; and

WHEREAS, Virginia 4-H is present in all of the counties and cities of the Commonwealth; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend and congratulate Virginia 4-H on the occasion of its 100th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Virginia 4-H as an expression of the General Assembly's appreciation of its fine work on behalf of Virginia's young people.
