WHEREAS, on September 11, 2001, terrorists launched a violent attack on the United States, causing great destruction and horrible human suffering in New York, Virginia, and Pennsylvania; and

WHEREAS, the attack had a devastating effect in Virginia, home of the Pentagon and of many of the personnel, military and civilian, who served there; and

WHEREAS, among the victims of the Pentagon attack was Terence Michael Lynch of Fairfax, a civilian consultant attending a meeting at the Pentagon; and

WHEREAS, a native of Youngstown, Ohio, Terry Lynch graduated from Ursuline High School and earned his bachelor's and master's degrees in history from Youngstown State University; and

WHEREAS, Terry Lynch was a former aide to Senator Richard Shelby of Alabama and assisted in the drafting of legislation establishing a National Institutes of Health research program on juvenile rheumatic diseases; and

WHEREAS, Terry Lynch served on two Presidential Commissions--the commissions on Gulf War syndrome and weapons of mass destruction--and was appointed to two Congressional Commissions during his public service; and

WHEREAS, Terry Lynch, who also worked for the Senate Intelligence Committee and the Senate Veterans Affairs Committee, was married and the father of two daughters; and

WHEREAS, Terry Lynch and his family worked diligently to establish the National Juvenile Arthritis Month in March; and

WHEREAS, Terry Lynch was the instrumental force behind the Army Online Education Program, now known as ARMY U; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with sadness the loss of Terence Michael Lynch, an innocent victim of the September 11 terrorist attacks on the United States; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Terence Michael Lynch as an expression of the heartfelt condolences of the General Assembly of Virginia.
