HOUSE JOINT RESOLUTION NO. 44
Establishing a joint subcommittee to study alternative funding sources for nonstate agencies.

WHEREAS, nonstate agencies include public or private foundations, authorities, institutes, museums or similar organizations that are not a unit of state government or a political subdivision of the Commonwealth; and

WHEREAS, these entities, though not state agencies, provide a wide variety of services and benefits that contribute to the quality of life of all Virginia citizens; and

WHEREAS, a primary challenge encountered by many nonstate agencies is to secure sufficient funding for its operations; and

WHEREAS, under the current budget process, nonstate agencies request and receive financial aid from the Commonwealth; and

WHEREAS, the government cannot and should not be the primary source of funding for nonstate agencies; and

WHEREAS, while the financial aid received by nonstate agencies is appreciated and does provide a level of assistance, there is a pressing need to explore other avenues for consistent funding; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That a joint subcommittee be established to study alternative funding sources for nonstate agencies. The joint subcommittee shall be composed of 6 members as follows: 4 members of the House of Delegates to be appointed by the Speaker of the House, in accordance with the principles of proportional representation contained in the Rules of the House of Delegates; and 2 members of the Senate to be appointed by the Senate Committee on Privileges and Elections.

In conducting its study, the joint subcommittee shall (i) catalog and distribute information regarding alternative sources of funding and (ii) recommend ways in which nonstate agencies may strengthen their respective boards, such as how to select qualified board members, provide training for members of the boards of directors, improve the board's fund-raising expertise, and determine the need to employ a person with expertise in planning and development and fund-raising.

The direct costs of this study shall not exceed $6,000.

The Division of Legislative Services shall provide staff support for the study. The staffs of the House Committee on Appropriations and the Senate Committee on Finance shall provide technical assistance for the study. All agencies of the Commonwealth shall provide assistance to the joint subcommittee, upon request.

The joint subcommittee shall complete its work by November 30, 2002 and shall submit its written findings and recommendations to the Governor and the 2003 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
