HOUSE JOINT RESOLUTION NO. 417
Commending Donald O. "Spec" Campen, Jr.

WHEREAS, Donald O. "Spec" Campen, Jr., served the House of Delegates with great distinction for more than 12 years, including six years as Gallery Doorkeeper and six years as Sergeant at Arms; and

WHEREAS, Spec Campen has served Virginia in a wide variety of roles, beginning as director of the Third Congressional District office of the late Congressman David E. Satterfield III, a position he held for 11 years; and

WHEREAS, Spec Campen was appointed by Governor Gerald L. Baliles to the Commonwealth's Board on Commercial Vehicles and Driving Schools before it was merged into the Division of Motor Vehicles; and

WHEREAS, Governor L. Douglas Wilder appointed Spec Campen to a four-year term on the Board on Conservation and Development of Public Beaches in Virginia, and Governor George Allen reappointed him to a second term; and

WHEREAS, of his nearly 10 years on the board, Spec Campen served all but six months as chairman and conducted studies, authorized by the General Assembly, on the economic impact of public beaches on tourism and economic development and on the preservation of property values near public beaches; and

WHEREAS, Spec Campen has served on the Henricopolis Soil and Water Conservation District for more than 20 years, including eight years as chairman, and has served as Area 3 chairman and a member of the board of directors of the Virginia Association of Soil and Water Conservation Districts; and

WHEREAS, before his retirement in 2000, Spec Campen was one of the most recognizable and most popular members of the staff of the House of Delegates, and he has served Virginia with great dedication and effectiveness in a variety of roles; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Donald O. "Spec" Campen, Jr., for his devotion to serving the citizens of the Commonwealth and the members of the House of Delegates; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Donald O. "Spec" Campen, Jr., as an expression of the General Assembly's appreciation for his many years of service.
