HOUSE JOINT RESOLUTION NO. 249 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the Senate Committee on Rules on February 25, 2002) (Patron Prior to Substitute--Delegate Petersen) Supporting the establishment of a permanent home for the Cold War Museum at the former Nike Missile Base in Lorton, Virginia.

WHEREAS, in 1996, Francis Gary Powers, Jr., and John C. Welch founded the Cold War Museum to preserve Cold War history and honor Cold War veterans; and

WHEREAS, a mobile exhibit of historic artifacts associated with the U-2 incident of May, 1960, is traveling around the world promoting interest in the creation of a permanent Cold War Museum facility; and

WHEREAS, the Museum will exhibit artifacts and memorabilia associated with various Cold War-related events and activities, such as Winston Churchill's "Iron Curtain" speech at Fulton, Missouri, the Marshall Plan, the building of the Berlin wall, the Korean War, the U-2 incident, the Bay of Pigs invasion, the Cuban Missile Crisis, the Vietnam War, Mikhail Gorbachev's "Perestroika" and "Glasnost," President Reagan's strategic defense initiative, the implosion of the Soviet Union and the dissolution of its "evil empire"; and

WHEREAS, the Congressman representing Virginia's Eleventh Congressional District has offered legislation in the Congress of the United States to authorize the creation of a "Cold War Memorial" in honor of the men and women who were part of Cold War events and activities; and

WHEREAS, the Cold War Museum is a 501 (c) (3) nonprofit organization, a participant in the Combined Federal Campaign, and an affiliate of the Smithsonian Institution; and

WHEREAS, if a permanent home for the Cold War Museum is established in the Commonwealth, its presence will attract additional tourists to Virginia, create jobs for our residents, and assist in the preservation of Virginia's role in the Cold War; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly expresses its support for the establishment of a permanent home for the Cold War Museum at the former Nike Missile Base in Lorton, Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to Francis Gary Powers, Jr. and the members of the Virginia Congressional Delegation in order that they may be apprised of the sense of the General Assembly in this matter.
