WHEREAS, James R. "Bobby" Kibler, the mayor of New Castle and a major force in community affairs for 35 years, died on December 7, 2001; and

WHEREAS, first elected to the New Castle Town Council in 1966, Bobby Kibler served as mayor from 1976 through 1984, then was re-elected in 1998 and 2000; and

WHEREAS, during his 21 years on the town council, Bobby Kibler was instrumental in developing New Castle's public service authority, town hall, new schools and a football field, a park, a revitalized downtown, and many other projects; and

WHEREAS, always content to work effectively behind the scenes, Bobby Kibler made an art of avoiding publicity and sharing credit with others; and

WHEREAS, Bobby Kibler involved himself in community chores, often helping to put up the town's Christmas lights, hauling away trash in his own truck, or clearing the streets of snow; and

WHEREAS, for 35 years, few initiatives in New Castle lacked the leadership and influence of Bobby Kibler, who was throughout his life interested in the welfare of others and the continued prosperity of the Town of New Castle; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with sadness the loss of a community servant of uncommon generosity and effectiveness, James R. "Bobby" Kibler; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of James R. "Bobby" Kibler as an expression of the esteem in which his memory is held by the members of the General Assembly and the citizens of New Castle.
