023426948WHEREAS, to a shocking extent, the success of the September 11 terrorist attacks on the World Trade Center in New York City and the Pentagon in Arlington County, Virginia, were facilitated by the ability of foreign nationals to undergo flight instruction in the United States; and
WHEREAS, the alarming ease with which these terrorists were admitted to U.S. flight schools where they learned to fly commercial jet-powered airliners points to an urgent need to impose additional, stringent requirements on aliens seeking flight training in the United States, not only as to documentary proofs of their identity, but also of their immigration status and authorization for flight training from the government of their country of origin; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Congress of the United States be hereby memorialized urgently to require additional proof of identity and other documentation from aliens who seek to undergo flight instruction in the United States, in order to reduce the possibility that American flight schools will again be used to train terrorists; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Virginia Congressional Delegation in order that they may be apprised of the sense of the Virginia General Assembly in this matter.
