Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 4.01 of Chapter 3.1 of Title 62.1 a section numbered 62.1-44.19:11 as follows:

§ 62.1-44.19:11. Department of Environmental Quality to pay costs of water quality analysis.

The Department of Environmental Quality shall pay the costs of analysis of water quality monitoring samples taken by citizen water quality monitoring groups if (i) the project or activity is consistent with the Department of Environmental Quality's water quality monitoring program, (ii) the monitoring is conducted in a manner consistent with the Virginia Citizens Monitoring Methods Manual, and (iii) the location of the water quality monitoring activity is part of the water quality control plan required under § 62.1-44.19:5.
