Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Title 11 a chapter numbered 3.1, containing a section numbered 11-16.1, as follows:

CHAPTER 3.1

Contract Provisions Against Public Policy.

§ 11-16.1. Contract provision for extraction for embryonic stem cells void.

Any provision within a contract, between a public or private entity and an individual, promising payment for the extraction of embryonic stem cells shall be against the public policy of the Commonwealth and shall be void and unenforceable.
