Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-99.1 as follows:

§ 22.1-99.1. Public education appropriations; teacher salaries.

Any increase in state funding for public education shall include an appropriation to support increases in teacher salaries. The appropriate proportionate percentage of such increased funding to be directed for such salary increase shall be stipulated in the appropriations act.
