Be it enacted by the General Assembly of Virginia:

1. § 1. Any commission or rebate received or realized by the Department of Corrections, or by any state, local or regional correctional facility from a contractor providing inmate telephone services shall be used to reduce the surcharge or rates paid for inmate calls under any inmate collect call system.
