Be it enacted by the General Assembly of Virginia:

1. That §§ 46.2-742.1, 46.2-743, 46.2-746.2:2, 46.2-746.7, and 46.2-746.9 of the Code of Virginia are amended and reenacted and that the Code of Virginia is amended by adding sections numbered 46.2-742.1:1, 46.2-742.3, and 46.2-749.36:1, and by adding in Article 10 of Chapter 6 of Title 46.2 sections numbered 46.2-749.49 through 46.2-749.77 as follows:

§ 46.2-742.1. Special license plates for persons awarded the Bronze Star, Bronze Star with a "V" for valor, or the Silver Star; fee.

On receipt of an application and written evidence that the applicant has been awarded a Bronze Star, Bronze Star with a "V" for valor, or Silver Star Medal, the Commissioner shall issue to the applicant special license plates.

For each set of license plates issued under this section, the Commissioner shall charge, in addition to the prescribed cost of state license plates, a one-time fee of ten dollars at the time the plates are issued.

The provisions of subdivisions 1 and 2 of subsection B of § 46.2-725 shall not apply to license plates issued under this section.

The design of license plates issued under this section to persons who have been awarded multiple decorations shall reflect the number of such decorations.

§ 46.2-742.1:1. Special license plates; persons awarded the Air Medal or the Air Medal with a "V" for valor.

On receipt of an application and written evidence that the applicant has been awarded an Air Medal or an Air Medal with a "V" for valor, the Commissioner shall issue to the applicant special license plates.

§ 46.2-742.3. Special license plates for persons awarded the Combat Infantryman Badge.

On receipt of an application and written evidence that the applicant has been awarded the Combat Infantryman Badge, the Commissioner shall issue to the applicant special license plates.

§ 46.2-743. Special license plates for certain veterans.

A. On receipt of an application and written evidence that the applicant is an honorably discharged former member of one of the armed forces of the United States, the Commissioner shall issue to the applicant special license plates.

B. On receipt of an application and written evidence that the applicant is on active duty with, has been honorably discharged after at least six months of active duty service in, or has retired from the United States Marine Corps, the Commissioner shall issue to the applicant special license plates whose design incorporates an emblem of the United States Marine Corps.

C. On receipt of an application and written evidence that the applicant is a veteran of World War II, the Commissioner shall issue special license plates to veterans of World War II.

D. On receipt of an application and written evidence that the applicant is a veteran of the Korean War, the Commissioner shall issue special license plates to veterans of the Korean War.

E. On receipt of an application and written evidence that the applicant is a veteran of the Vietnam War, the Commissioner shall issue special license plates to veterans of the Vietnam War.

F. On receipt of an application and written evidence that the applicant is a veteran of Operation Desert Shield or Operation Desert Storm, the Commissioner shall issue special license plates to veterans of those military operations.

G. On receipt of an application and written evidence that the applicant is a veteran of the Asiatic-Pacific Campaign, the Commissioner shall issue special license plates to veterans of that campaign.

H. On receipt of an application and written evidence that the applicant is a retired member of the United States Air Force, the Commissioner shall issue special license plates to retired members of the United States Air Force.

I. The provisions of subdivisions 1 and 2 of subsection B of § 46.2-725 shall not apply to license plates issued under subsection A, C, D, or E of this section.

§ 46.2-746.2:2. Special license plates; members and former members of the 173rd Airborne Brigade.

On receipt of an application therefor and presentation of written evidence that the applicant is a member or former member of the Society of the 173rd Airborne Brigade, the Commissioner shall issue to the applicant special license plates.

The provisions of subdivisions 1 and 2 of subsection B of § 46.2-725 shall not apply to license plates issued under this section.

No license plates shall be issued under this section unless and until a one-time fee of $3,500 shall have been paid to the Commissioner.

§ 46.2-746.7. Special license plates for members of certain civic and fraternal organizations.

On receipt of an application and written evidence that the applicant is a member of such organization, the Commissioner shall issue special license plates to members of the following organizations: the Exchange Club, the Jaycees, the Kiwanis, the Lions of Virginia, the Loyal Order of Moose, Optimist International, Rotary International, Ruritan National, the Freemasons, the Shriners, the Most Worshipful Prince Hall Grand Lodge of Virginia, the Order of the Eastern Star, the Knights of Columbus, and college and university fraternities and sororities.

§ 46.2-746.9. Special license plates for certain occupations.

On receipt of an application and written evidence that the applicant is a printer, magistrate, pharmacist, registered nurse, general registrar, or postmaster, the Commissioner shall issue special license plates to the applicant.

§ 46.2-749.36:1. Special license plates; supporters of the Motorcycle Rider Safety Training Program.

On receipt of an application therefor, the Commissioner shall issue special license plates bearing the legend: SHARE THE ROAD.

§ 46.2-749.49. Special license plates; supporters of the Shenandoah National Park Association.

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of the Shenandoah National Park Association.

§ 46.2-749.50. Special license plates; supporters of Big Brothers Big Sisters of America.

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of Big Brothers Big Sisters of America.

§ 46.2-749.51. Special license plates; 250th anniversary of the Town of Smithfield.

On receipt of an application therefor, the Commissioner shall issue to the applicant special license plates commemorating the 250th anniversary of the Town of Smithfield.

The provisions of this section shall expire on July 1, 2007.

§ 46.2-749.52. Special license plates; 200th anniversary of the City of Salem.

On receipt of an application therefor, the Commissioner shall issue to the applicant special license plates commemorating the 200th anniversary of the City of Salem.

The provisions of this section shall expire on July 1, 2007.

§ 46.2-749.53. Special license plates; 250th anniversary of the City of Portsmouth.

On receipt of an application therefor, the Commissioner shall issue to the applicant special license plates commemorating the 250th anniversary of the City of Portsmouth.

The provisions of this section shall expire on July 1, 2007.

§ 46.2-749.54. Special license plates; BoatU.S.

On receipt of an application therefor, the Commissioner shall issue to members of BoatU.S. special license plates bearing the legend: BoatU.S. Member.

§ 46.2-749.55. Special license plates commemorating the values of diversity and the contributions of African-American communities around the Commonwealth.

On receipt of an application therefor, the Commissioner shall issue special license plates commemorating the values of diversity and the contributions of African-American communities around the Commonwealth.

§ 46.2-749.56. Special license plates; Rocky Mountain Elk Foundation volunteers.

On receipt of an application and written evidence that the applicant is a Rocky Mountain Elk Foundation volunteer, the Commissioner shall issue special license plates to Rocky Mountain Elk Foundation volunteers.

§ 46.2-749.57. Special license plates celebrating Virginia's Indian tribes.

On receipt of an application therefor, the Commissioner shall issue special license plates celebrating Virginia's Indian tribes and their contribution to the diversity of Virginia's cultural heritage.

§ 46.2-749.58. Special license plates bearing the legend: FOX HUNTING.

On receipt of an application therefor, the Commissioner shall issue special license plates bearing the legend: FOX HUNTING.

§ 46.2-749.59. Special license plates; members and associates of the Virginia Court Appointed Special Advocate Association; fees.

A. On receipt of an application, payment of the fee prescribed by this section, and written evidence that the applicant is a member or associate of the Virginia Court Appointed Special Advocate Association, the Commissioner shall issue special license plates to members and associates of the Virginia Court Appointed Special Advocate Association.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates. For each such twenty-five dollar fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars shall be paid into the state treasury. These moneys shall be paid annually to the Department of Criminal Justice Services to be used to fund Court Appointed Special Advocate Programs in Virginia.

§ 46.2-749.60. Special license plates bearing the legend: UNLOCKING AUTISM.

On receipt of an application therefor, the Commissioner shall issue special license plates bearing the legend: UNLOCKING AUTISM.

§ 46.2-749.61. Special license plates to benefit the children of the victims of the September 11, 2001, attack on the Pentagon; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates to benefit the children of the victims of the September 11, 2001, attack on the Pentagon.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates. For each such twenty-five dollar fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars shall be paid into the state treasury and credited to a special nonreverting fund known as the Pentagon Heroes Scholarship Fund established within the Department of Accounts. These moneys shall be paid annually to the Board of Directors of the Federal Employee Education and Assistance Fund to be used in providing educational scholarships to Virginia public and private institutions of higher education for the children of the victims of the September 11, 2001, attack on the Pentagon.

§ 46.2-749.62. Special license plates whose design incorporates the flag of the United States.

On receipt of an application therefor, the Commissioner shall issue special license plates whose design incorporates the flag of the United States and the legend: FIGHT TERRORISM.

§ 46.2-749.63. Special license plates; Childhood Cancer Awareness; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates bearing the following legend: CHILDHOOD CANCER AWARENESS.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates. For each such twenty-five-dollar fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars shall be paid into the state treasury and credited to a special nonreverting fund known as the Childhood Cancer Awareness Fund established within the Department of Accounts. These funds shall be paid annually to the Candlelighters Childhood Cancer Foundation for its use in promoting childhood cancer awareness in Virginia.

§ 46.2-749.64. Special license plates; supporters of the American Cancer Society.

On receipt of an application therefor, the Commissioner shall issue special license plates to supporters of the American Cancer Society.

§ 46.2-749.65. Special license plates; beekeepers.

On receipt of an application therefor, the Commissioner shall issue special license plates to beekeepers and supporters of beekeepers.

§ 46.2-749.66. Special license plates; victims of attack on USS Cole.

On receipt of an application therefor, the Commissioner shall issue to the applicant special license plates honoring the persons injured or killed in the attack on the USS Cole (DDG 67) during its refueling in Aden, Yemen, on October 12, 2000.

§ 46.2-749.67. Special license plates; Pony Club members.

On receipt of an application therefor, the Commissioner shall issue special license plates to members and supporters of any Virginia affiliate of the United States Pony Clubs.

§ 46.2-749.68. Special license plates; Parrothead Club.

On receipt of an application therefor, the Commissioner shall issue special license plates to members and supporters of the Parrothead Club.

§ 46.2-749.69. Special license plates for supporters of professional motor sports; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates to supporters of professional motor sports.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates.

§ 46.2-749.70. Special license plates; Proud to be an American.

On receipt of an application therefor, the Commissioner shall issue special license plates whose design incorporates the flag of the United States and the legend: Proud to be an American.

§ 46.2-749.71. Special license plates for supporters of Virginia zoos; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates to supporters of Virginia zoos.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates. For each such twenty-five-dollar fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars shall be paid into the state treasury and credited to the special nonreverting fund known as the Virginia Zoos Fund established within the Department of Accounts and paid annually in equal amounts to the Blue Ridge Zoological Society and the Virginia Zoological Society to be spent to provide zoological educational activities and programs for Virginians.

§ 46.2-749.72. Special license plates; members of the 1600 Communications Association.

On receipt of an application therefor and written evidence that the applicant is a member, the Commissioner shall issue special license plates to members of the 1600 Communications Association.

§ 46.2-749.73. Special license plates; supporters of the Washington Redskins football team; fees.

A. On receipt of an application and payment of the fee prescribed by this section, the Commissioner shall issue special license plates to supporters of the Washington Redskins football team.

B. The annual fee for plates issued pursuant to this section shall be twenty-five dollars in addition to the prescribed fee for state license plates. For each such twenty-five-dollar fee collected in excess of 1,000 registrations pursuant to this section, fifteen dollars shall be paid into the state treasury and credited to a special nonreverting fund known as the Washington Redskins Leadership Council Fund established within the Department of Accounts. These funds shall be paid annually to the Washington Redskins Leadership Council for its use in community programs in Virginia.

§ 46.2-749.74. Special license plates; crime prevention.

On receipt of an application therefor, the Commissioner shall issue special license plates bearing the Internet address of the Virginia Crime Prevention Association and the legend: CRIME PREVENTION.

§ 46.2-749.75. Special license plates; supporters of youth soccer.

On receipt of an application therefor, the Commissioner shall issue special license plates for supporters of youth soccer.

§ 46.2-749.76. Special license plates; members of the Blue Knights organization.

On receipt of an application and written evidence that the applicant is a member of the Blue Knights organization, the Commissioner shall issue special license plates to members of the Blue Knights organization.

§ 46.2-749.77. Special license plates commemorating the coming of the first Africans to Virginia in 1619.

On receipt of an application therefor, the Commissioner shall issue special license plates commemorating the coming of the first Africans to Virginia in 1619.
