if the nonresident business entity is a corporation it shall obtain a certificate of authority to transact business in the Commonwealth, or if it is a limited liability company or limited partnership it shall obtain a certificate of registration to transact business in the Commonwealth pursuant to Title 13.1 or Title 50, as applicable, before the Commission issues a license to such business entity.
