, except for such funds as may be necessary to conduct an annual independent analysis and evaluation of the Department of Transportation's performance in each locality subject to said sales and use tax revenue. The contract for such services, to be awarded by the Secretary of Administration, shall provide for, among other things, analysis and review of construction awards, cost overruns, completion schedules, and budget. The initial analysis and evaluation shall be completed and presented to the Governor and the General Assembly no later than July 1, 2004. The person, organization, or corporation conducting such evaluation shall make such evaluation available in written and electronic formats accessible to the public. Thereafter, reports shall be presented by December 31 of each year
