Be it enacted by the General Assembly of Virginia:

1. § 1. That in accordance with § 62.1-140 of the Code of Virginia, the Virginia Port Authority is hereby authorized to issue bonds not to exceed $52,400,000 in the 2000-2002 biennium for the purpose of refurbishing Norfolk International Terminal South-Phase I and replacing and improving equipment.

2. That the appropriations made pursuant to this act are in addition to any and all applicable appropriations made pursuant to Chapter 1073 of the Acts of Assembly of 2000.
