1. That Item 571 of Chapter 1073 of the Acts of Assembly of 2000 is amended and reenacted and that Chapter 1073 of the Acts of Assembly of 2000 is amended by adding an Item numbered 541.10 as follows:

Authority: Discretionary Inclusion.
A. On or before June 30, 2001, and June 30, 2002, respectively, the Comptroller shall transfer to the general fund an amount estimated at $2,589,666 the first year and $1,008,794 the second year for the nongeneral fund share of the Y2K authorization loan to the Department of Technology Planning. Such amounts are hereby appropriated to this item.
B. On or before June 30 each year, the State Comptroller shall transfer to the general fund an amount estimated at $1,890,344 the first year and $1,832,962 the second year, which represents the nongeneral fund savings from the telecommunications and data services rate adjustments made for the biennium. The Director of the Department of Planning and Budget shall provide the Comptroller with the amount to be transferred from each agency. All funds from the Virginia Retirement System and federal sources are excluded from these transfers.
Such amounts are hereby appropriated to this item.
C. On or before June 30, 2002, the State Comptroller shall transfer to the general fund from the Contract Prisoners Special Revenue Fund, as established in Item 452 of this act, amounts estimated $8,235,163. Such amounts are hereby appropriated to this item.
D. On or before June 30, 2002, the Director of the Department of Planning and Budget shall transfer to this item $2,716,640 from the Economic Contingency Fund representing an amount appropriated to the Virginia Economic Development Partnership to fulfill the Commonwealth’s commitment to fund the Virginia Semiconductor Educational Endowment.

Authority: Discretionary Inclusion.
A. Grants provided for in this item shall be administered by the Department of Historic Resources.
B. Prior to the distribution of any funds the organization or entity shall make application to the Department in a format prescribed by the Department. This application shall designate whether grant funds provided under this Item will be used for purposes of operating support or capital outlay. Unless otherwise specified in this Item, the matching amounts for grants funded from this Item may be in cash or in-kind contributions as requested by the nonstate organization in its application for state grant funds. The Department shall use applicable federal guidelines in assessing the value of in-kind contributions to be used as matching amounts.
C. 1. Any balances not drawn down by recipient organizations on June 30, 2000, from appropriations made to nonstate agencies in Item 572 of Chapter 935 of the Acts of Assembly of 1999 shall not revert to the general fund, but shall be carried forward on the books of the Comptroller. These balances shall remain available for distribution to affected organizations until June 30, 2001, at which time any undistributed balances shall revert to the general fund, except that, in the case of organizations which have not filed an application to receive their appropriations by December 1, 2000, the Governor may direct that the undistributed balances be reverted to the general fund on that date. The Governor shall report amounts reverted and the affected organizations in the 2001 Budget Bill.
2. The balances indicated for FY 2000 grants for the following organizations were reverted to the general fund on June 30, 2000, pursuant to the preceding paragraph:

3. 6. Any balances remaining from appropriations made to Mountain Empire Older Citizens in Item 572 of Chapter 935 of the 1999 Acts of Assembly shall be reappropriated for the Town of Coeburn to provide funding for the Coeburn Wellness Center.
D. Any June 30, 2000, June 30, 2001, and June 30, 2002, unexpended balances for Financial Assistance for Historic and Commemorative Attractions grants, and for Survey and Planning Cost Challenge Agreements within Historic Structures Conservation and Assistance Services are hereby reappropriated if the following conditions are met:
1. The organization awarded the grant shall have obtained the required matching funds;
2. The organization shall have a written plan to complete the project within one more year, in accordance with policy established by the Department of Historic Resources, and the plan shall have been approved by the Department; and
3. The unexpended balances for a grant shall be reappropriated once only, unless the General Assembly authorizes an additional reappropriation.

2. That no provision of this act shall alter the effect of any and all budget actions that have been taken, or will be taken, pursuant to the Governor's Executive Order Seventy-four (01) issued on February 24, 2001.
3. That this act is effective on its passage, as provided in subsection C of § 1-12 of the Code of Virginia.
