SUMMARY AS INTRODUCED:

Counting and recounting ballots by hand. Requires that the State Board of Elections prescribe and publish standards, to be used in hand counting or recounting paper ballots and ballots designed for electronic counting devices, for determining the intent of the voter to vote for a candidate.
