SUMMARY AS PASSED: (all summaries)

Air emissions banking program. Requires that the Air Pollution Control Board's banking and trading credits or allowances regulations applicable to the electric power industry foster competition in the industry, encourage construction of clean, new generating facilities, provide set-asides for new sources of emissions of five percent for the first five years and two percent per year thereafter, and provide an initial allocation period of five years.
