Study; Virginia Gas and Oil Act. Directs the Coal and Energy Commission to study and make recommendations upon a number of issues that have arisen under Virginia's Gas and Oil Act relating to coalbed methane gas ownership, gas well spacing requirements, fracing, and coal owner consent.
