Commending resolution; Virginia Council Against Poverty. Commends the Virginia Council Against Poverty, the Commonwealth's association of Community Action Agencies, for their ongoing efforts on behalf of individuals, communities, and state and local government to develop innovative programs and services to enable those in need to escape poverty and become self-sufficient.
