SUMMARY AS INTRODUCED:

Study; early childhood educational and developmental initiatives. Directs the Commission on Early Childhood and Child Day Care Programs to study early childhood educational and developmental initiatives. The study shall include (i) an examination of current successful child development programs in the Commonwealth and other states, (ii) recommendations for the development of statewide programs to reach at-risk youth to provide them with a good start in life, (iii) strategies for financing quality child care including business involvement through public-private partnerships, and (iv) such other issues as the Commission deems appropriate.
