HB 2495 Hampton Roads Museum Consortium.

SUMMARY AS PASSED:

Hampton Roads Museum Consortium. Creates the Hampton Roads Museum Consortium addressing accredited private museums in jurisdictions located within the boundaries of Planning District 23, including the Counties of Gloucester, Isle of Wight, James City, Southampton, and York; and the Cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, and Williamsburg. The Consortium may consist of any or all accredited museums located within Hampton Roads that are not state agencies. Other museums and cultural facilities located in Hampton Roads may join the Consortium upon the approval of the governing board. The governing board of the Consortium is to consist of the chief executive officer of each of the member museums. The region's legislators may serve as nonvoting, advisory members.

The Consortium is to serve the school divisions of Hampton Roads in providing training to the teachers, administrators and students in the various Standards of Learning for English, social studies and history, science, and mathematics. In addition, the Consortium is to (i) coordinate among its members and the school divisions of Hampton Roads the development of joint educational initiatives; (ii) establish and deliver, in conjunction with the school divisions of Hampton Roads, regional programs to address area education needs, particularly, to assist area schools in meeting the Board of Education's Regulations for Accrediting Public Schools in Virginia and to assist area students in achieving passing scores on the Standards of Learning assessments; and (iii) provide technical assistance to the school divisions of Hampton Roads in achieving full accreditation, including administrator, teacher, and student training.

SUMMARY AS INTRODUCED:

The Peninsula Museum Consortium. Establishes the Peninsula Museum Consortium for museums located on the Peninsula, i.e., the area located between the James and the York Rivers, including, but not limited to, the Cities of Hampton, Newport News, Poquoson, and Williamsburg and the Counties of James City and York. The Consortium will include at least the following museums: Jamestown Settlement and Yorktown Victory Center, Hampton University Museum, Lee Hall, Peninsula Fine Arts Center, The Mariner's Museum, The Newsome House Museum and Cultural Center, The Virginia Living Museum, The Watermen's Museum, Virginia Air & Space Center, Virginia Marine Science Museum, and Virginia War Museum; other museums may become members upon the approval of the governing board. The Consortium will serve the school division of the Peninsula in providing training to the teachers, administrators, and students in the various Standards of Learning for English, social studies and history, science, and mathematics. The Consortium will coordinate among its members and the school divisions of the Peninsula to develop joint educational initiatives; establish and deliver regional programs to address area education needs, particularly to assist area schools in meeting the accreditation standards and area students in passing the SOL tests; and provide technical assistance to the school divisions in achieving full accreditation of all schools, including administrator, teacher, and student training. The Consortium is authorized to apply for, accept, and expend gifts, grants, etc., and is designated an education institution that is a governmental instrumentality.
