SUMMARY AS INTRODUCED:

Capital Access Fund for Disadvantaged Businesses. Conforms provisions of the use of the Capital Access Fund for Disadvantaged Businesses to the Virginia Small Business Growth Fund. As amended, moneys in the Capital Access Fund shall be used to match deposits by borrowers and participating lenders in reserve accounts to cover potential future losses from the lender's loan portfolios. The amount of the Capital Access Fund's match shall not exceed 14 percent of the loan amount. Provisions authorizing the Capital Access Fund to be used for loan guarantees and interest rate write-downs are eliminated.
