SUMMARY AS PASSED HOUSE:

Blighted structures in certain cities. Allows the owner of blighted property in the City of Richmond (described by population) to request that the court waive certain civil penalties if (i) the property is sold to a third party who remains responsible for all violations under Title 36, or (ii) the property is donated to a local housing organization.

SUMMARY AS INTRODUCED:

Blighted structures in certain cities. Provides that the owner of a property in the City of Richmond (described by population) that has been declared a blighted structure shall be fined at a rate of $1,000 per month beginning ninety days after such declaration for a maximum period of twelve months or until such earlier time as the property is brought into compliance or acquired by the city. The owner of a property that has been a blighted structure may be relieved of the accrued fine if the property is sold at a price not less than its current assessment to a party not related to the owner. The owner may also be relieved of the accrued fine if the property is donated to a locally-based non-profit 501(C)3 organization active in the area of housing or historic preservation. Any non-profit organization to which a blighted structure is donated must sell the property, at a price not exceeding one dollar, to a buyer pursuant to a written contract wherein the buyer agrees to begin renovation of the property within six months of the purchase date and to bring the property into compliance with all relevant ordinances and codes within two years of the purchase date.
