SUMMARY AS INTRODUCED:
State and Local Fiscal Needs and Resources Commission. Creates the Fiscal Needs and Resources Commission as a legislative agency to continue the work of the Commission on Virginia's State and Local Tax Structure for the 21st Century. The commission would have 15 members with eight legislators, five nonlegislative citizens and the Secretary of Finance and the Tax Commissioner. The commission will examine on an ongoing basis state and local fiscal needs and resources issues.
