SUMMARY AS PASSED:

Identification required for procurement of material harmful to minors. Provides that a civil penalty shall be imposed on any person who sells, rents or loans material that is harmful to minors to a person who appears to be under 18 years of age, without first requiring the production of a government-issued photo identification. The bill also provides that it is a Class 1 misdemeanor to sell, rent or loan such material to a juvenile if the person has reason to know that the person is a juvenile; this is in addition to the current standard of "knowingly."

SUMMARY AS PASSED HOUSE:

Identification required for procurement of material harmful to minors. Provides that a civil penalty of not more than $25 shall be imposed on any person who provides material that is harmful to minors to a person who appears to be under 18 years of age, without first requiring the production of a government-issued photo identification. The civil penalty is to be paid into the local treasury.

SUMMARY AS INTRODUCED:

Identification required for procurement of material harmful to minors. Provides that it shall be a Class 1 misdemeanor for any person to provide any material that is harmful to minors to any person who appears to be under 18 years of age without first requiring the production of a government-issued photo identification.
