WHEREAS, Vernard W. Henley of Richmond, the chairman of the board, chief executive officer, and trust officer of Consolidated Bank and Trust Company, retired on February 1, 2001; and

WHEREAS, a native of Richmond, Vernard Henley was educated in the public schools of Richmond and Chesterfield County, graduated from Hickory Hill High School in Chesterfield County, and is a 1951 graduate of Virginia State College (now Virginia State University); and

WHEREAS, Vernard Henley is a veteran of service in the United States Army, including a tour of duty during the Korean War, where he was awarded the Bronze Star for valor; and

WHEREAS, Vernard Henley began his banking career in 1951 at Mechanics and Farmers Bank in Durham, North Carolina, joined Consolidated Bank and Trust Company in Richmond in 1958, and served briefly as chief executive officer of Unity State Bank in Dayton, Ohio; and

WHEREAS, returning to Consolidated Bank and Trust Company as vice president in 1969, Vernard Henley was promoted to executive vice president in March 1971, president in June 1971, and chairman of the board, chief executive officer, and trust officer in March 1984; and

WHEREAS, during his long and distinguished career in banking, Vernard Henley has served in a variety of leadership roles in professional banking organizations, including the board of directors of the American Bankers Association and the executive committee of the Virginia Bankers Association; and

WHEREAS, in 1994, Vernard Henley became the first African-American elected president of the Virginia Bankers Association; and

WHEREAS, Vernard Henley has been exceptionally active in the Richmond community, serving on countless boards, commissions, and committees devoted to charitable causes, community and economic development, the arts, education, and health care; and

WHEREAS, for his exemplary community service, Vernard Henley has been cited numerous times, by such organizations as Randolph-Macon College, Virginia Union University, Virginia State University, the NAACP, the Salvation Army Boys Club, the National Conference of Christians and Jews, and the United Negro College Fund; and

WHEREAS, over the course of a 50-year career, Vernard Henley has compiled a sterling record of service to the banking profession and to the Richmond community; now, therefore, be it

RESOLVED by the Senate, That Vernard W. Henley be hereby commended on the completion of an outstanding professional career; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Vernard W. Henley as an expression of the Senate's admiration and best wishes.
