WHEREAS, effective, efficient, and careful planning is critical to responsible stewardship of Virginia's limited transportation resources; and

WHEREAS, particularly for the Commonwealth's highway construction program, no single portion of the planning process is more crucial than selection of those construction projects to be included in the Commonwealth Transportation Board's Six-Year Improvement Program; and

WHEREAS, in order to safeguard the public's interest in the prudent management of the Commonwealth's highway construction program, it is highly desirable that the General Assembly, as a whole, and its Transportation Committees, in particular, keep familiar with and have an opportunity to influence the process by which highway construction projects are selected and prioritized; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That a joint subcommittee be established to study criteria and procedures for selecting highway construction projects for inclusion in the Commonwealth Transportation Board's Six-Year Improvement Program. The joint subcommittee shall be composed of seven members as follows: the Chairman and two members of the Senate Committee on Transportation, to be appointed by the Senate Committee on Privileges and Elections, and the two Co-Chairmen and two members of the House of Delegates Committee on Transportation, to be appointed by the Speaker. The Commonwealth Transportation Commissioner shall designate a member representative of the Virginia Department of Transportation's staff to work closely and cooperatively with the members of the joint subcommittee in conducting their study.

The direct costs of this study shall not exceed $8,750 .

The Division of Legislative Services shall provide staff support for the study. Technical assistance shall be provided by the Virginia Department of Transportation. All agencies of the Commonwealth shall provide assistance to the joint subcommittee, upon request.

The joint subcommittee shall complete its work in time to submit its findings and recommendations to the Governor and the 2001 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.

Implementation of this resolution is subject to subsequent approval and certification by the Joint Rules Committee. The Committee may withhold expenditures or delay the period for the conduct of the study.
