SENATE JOINT RESOLUTION NO. 483 Offered February 1, 2001 Commending George C. Duggins. ----------

WHEREAS, George C. Duggins, a resident of Chesapeake, has since 1997 served as national president of the Vietnam Veterans of America; and

WHEREAS, George Duggins is the first African-American to serve as head of a major veterans service organization; and

WHEREAS, George Duggins, a graduate of Booker T. Washington High School and Tidewater Community College, served in the United States Army in Vietnam, earning the National Defense Medal, the Vietnam Service Ribbon with oak leaf cluster, the Vietnam Campaign Medal, and the Good Conduct Medal; and

WHEREAS, the Vietnam Veterans of America is the only national Vietnam veterans organization congressionally chartered and exclusively dedicated to Vietnam-era veterans and their families; and

WHEREAS, the Vietnam Veterans of America has more than 50,000 members in 43 state councils and 525 local chapters; and

WHEREAS, George Duggins has served the Vietnam Veterans of America as a member of the national board of directors, national vice president, and national president, in addition to chairing several committees; and

WHEREAS, a member of Tidewater Chapter 48 of the Vietnam Veterans of America, George Duggins is also a member of American Legion Post 327, Veterans of Foreign Wars Post 14000, and is a member and past chairman of the Mayor's Committee on Veterans Affairs for the City of Chesapeake; and

WHEREAS, George Duggins had the honor of accompanying President Clinton on his historic trip to Vietnam in November 2000 and has represented the United States at Vietnam veterans recognition ceremonies in New Zealand and Israel; and

WHEREAS, George Duggins has for many years rendered honorable and invaluable service to America's Vietnam veterans and has represented the Commonwealth and the nation with dignity and professionalism; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend George C. Duggins on his outstanding career of service to the veterans of the Vietnam War; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to George C. Duggins as an expression of the General Assembly's appreciation and best wishes.
