WHEREAS, Howard P. Anderson of Halifax, a former member of the House of Delegates and the Senate of Virginia, died on November 1, 2000; and

WHEREAS, a native of Halifax County, Howard Anderson was educated in the Halifax public schools, worked his way through The College of William and Mary, served his country during World War II in the United States Navy, and earned his law degree from the T. C. Williams School of Law at the University of Richmond; and

WHEREAS, following brief service as an agent of the Federal Bureau of Investigation, Howard Anderson returned to Halifax to practice law and soon thereafter entered local politics as a member of the Halifax School Board; and

WHEREAS, Howard Anderson was elected to the House of Delegates in 1958 and represented his constituents with great distinction until 1971, when he was elected to represent the citizens of the 18th Senatorial District; and

WHEREAS, over a 20-year career in the Senate, Howard Anderson rose to a position of leadership and earned the affection and respect of his colleagues; and

WHEREAS, a member of the Senate Rules, Finance, and Privileges and Elections Committees, Senator Anderson was chairman of the Senate Agriculture, Conservation and Natural Resources Committee, where he safeguarded the interests of his Southside constituents; and

WHEREAS, Senator Howard Anderson was the walking embodiment of the word dapper, and his courtly manners, quiet wit, and spirited advocacy won him many legislative triumphs; and

WHEREAS, Senator Anderson considered the establishment of the Virginia Horse Center in Lexington one of his greatest legislative achievements, and he is also remembered for his unique ability to balance the often-competing interests of business and the environment; and

WHEREAS, during a long and distinguished legislative career, Senator Howard Anderson compiled a matchless record, marked by selfless dedication, unquestionable integrity, and a commitment to the principles of sound, conservative government; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby mourn the passing of an exceptional public servant and a true Virginia Gentleman, Senator Howard P. Anderson; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Senator Howard P. Anderson as an expression of the deep respect in which his memory is held by the members of the General Assembly and the citizens of Virginia.
