WHEREAS, Richard J. Holland of Windsor, a senior member of the Senate of Virginia, died on April 16, 2000; and

WHEREAS, a native of Windsor, Richard Holland was a graduate of Windsor High School, the University of Virginia, and the Stonier Graduate School of Banking at Rutgers University and served his nation as a naval officer in the South Pacific during World War II; and

WHEREAS, associated with Farmers Bank in Windsor for nearly a half-century, Richard Holland was a small-town banker who took an active interest in the lives of his neighbors, many of whom relied on his help to finance their cars, homes, businesses, and children’s educations; and

WHEREAS, Richard Holland served on the Windsor Town Council for 22 years, then was elected from the 15th Senatorial District in 1979 and began his long and distinguished career in the Senate of Virginia; and

WHEREAS, popular and respected on both sides of the aisle, Senator Richard Holland represented the citizens of the 15th District with characteristic determination, tenacity, integrity, and compassion; and

WHEREAS, as chairman of the Senate Rules Committee and a member of the Senate Finance Committee, Senator Holland wielded his substantial influence judiciously and with a deep appreciation for the best interests of his constituents and the Commonwealth; and

WHEREAS, in addition to his political and banking careers, Richard Holland served in leadership positions on countless boards and commissions, including the board of visitors of Radford University, the Virginia Bankers Association, the Virginia War Memorial Foundation, and the Jamestown-Yorktown Foundation; and

WHEREAS, in the closing days of the 2000 General Assembly Session, Senator Richard Holland returned from a serious illness and, with typical determination, sponsored a budget amendment to help the City of Franklin recover from the ravages of Hurricane Floyd; and

WHEREAS, a man of wit, dedication, and a strong sense of loyalty, Richard Holland leaves a matchless legacy of service to his constituents, the Commonwealth, and the nation; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the passing of an uncommonly skilled, passionate, and effective legislator, Senator Richard J. Holland; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Senator Richard J. Holland as an expression of the General Assembly’s deep appreciation and esteem for his life of service to the citizens of the Commonwealth of Virginia.
