WHEREAS, many localities in the Commonwealth are experiencing increasing difficulties in attracting and retaining qualified teachers; and

WHEREAS, throughout the nation, initiatives are being proposed to attract new teachers to the profession; and

WHEREAS, programs proposed to attract teachers include the elimination of the income tax in at least one state, as well as payments for graduate course work in many localities in the Commonwealth and other states; and

WHEREAS, such programs would also be beneficial if they gave teachers incentives to live in the communities in which they teach; and

WHEREAS, past and present state and local programs in Virginia have given law-enforcement officers assistance in purchasing homes in the communities they serve; now, therefore, be it

RESOLVED by the Senate of Virginia, the House of Delegates concurring, That the Virginia Housing Study Commission study ways to assist teachers in purchasing homes in the communities in which they teach. Among the initiatives the study shall consider are (i) mortgage subsidy programs within the Virginia Housing Development Authority, (ii) subsidized down payments for teachers who are first-time home buyers; and (iii) any other methods that may be appropriate.

The Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 2002 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
