013080518WHEREAS, the Van Dorn Street corridor is the primary interstate access point for both Fairfax County and the City of Alexandria between the terminus of the "Mixing Bowl" interchange project and the beginning of the Woodrow Wilson Bridge project; and
WHEREAS, the Van Dorn Street/Capital Beltway interchange is the only interchange on Virginia's part of the Capital Beltway that is not presently under study for improvement; and
WHEREAS, the Van Dorn Street corridor is an extension of the Van Dorn Street/Capital Beltway interchange both in terms of the population and the roadway networks that it serves; and
WHEREAS, the Van Dorn Street corridor carries more traffic along its secondary highways than most interstate highways in the Commonwealth; and
WHEREAS, the Van Dorn Street corridor, especially with its ongoing extension to Telegraph Road, serves as a primary north-south artery, second only to Interstate Route 95 and U.S. Route 1 in the service area; and
WHEREAS, the Van Dorn Street corridor is a primary access point for the Van Dorn Metrorail station and a primary route for both Connector bus and DASH bus service feeding this station; and
WHEREAS, the Van Dorn Street/Franconia Road intersection has been funded for design and partially funded for land acquisition by federal congestion management funds, but no dollars have been earmaked to cover construction costs; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the Virginia Department of Transportation be requested to study the Van Dorn Street corridor in Fairfax County and the City of Alexandria. The Department is requested to pursue every avenue of funding available through the U.S. Department of Transportation and/or the regional metropolitan planning organization, and model its study on the U.S. Route 1 corridor study and provide a series of immediate near-term and long-term recommendations; and, be it
RESOLVED FURTHER, That the study be conducted using the inputs and participation of the Fairfax County Board of Supervisions and the Alexandria City Council, and the citizen input and participation model of the U.S. Route 1 corridor study; and, be it
RESOLVED FINALLY, That the Department complete its study in time to submit its findings and recommendations to the Governor and the 2003 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
