Be it enacted by the General Assembly of Virginia:

1. That § 1-13.39:2 of the Code of Virginia is amended and reenacted as follows:

§ 1-13.39:2. Local ordinances incorporating provisions of the Code and regulations by reference.

When counties, cities and towns are empowered to incorporate by reference state statutes or regulations into a local ordinance, any ordinance incorporating by reference state statutes or regulations may include future amendments to the state statutes or regulations provided such intent is specifically stated in such ordinance.
